“Monitoring the effects of Project PL0100

“Improving the efficiency of Polish Environmental

Inspection, based on Norwegian experiences””

The meeting of heads of Inspection Units and directors of Inspection Departments of VIEP delegations as well as coordinators of Inspection System was held on 7–8 October 2015 in Warsaw.

The meeting was opened by Mrs Bogusława Rutkowska – director of Inspection and Administrative Ruling Department of CIEP, who welcomed the participants of the meeting.

General information on the state of Project, with a particular focus on the results achieved during different activities, was presented by Mrs Anna Dębowiec – Project Manager, who first discussed the programme of the meeting and then referred to the origin of the Project called Monitoring the implementation effects of Project PL0100 “Improving the efficiency of the Inspection of Environmental Protection based on Norwegian experience”, by presenting trends and reminding activities which are part of the Project. The presentation summarised the activities taken from the launch of the Project, i.e. from May 2013. Then general information on the state of Project was presented with particular focus on the results achieved within the Measures. Later, works to be implemented under the Project were indicated.

Next, Mrs Olga Łukasiewicz, a leader of the Measure 5.2. “Designing a communication strategy on the inspection activity of IEP”, who presented the progress of works related to the development of communication strategy of the Inspection of Environmental Protection. She discussed conducted activities and presented works to be implemented under the Measure 5.2. She noted that work on the communication strategy will be carried out and implemented by the organisational unit established in CIEP, which is responsible for communication and image. At the end the speaker also presented the auxiliary materials developed under the strategy, which can be included in the electronic version at CIEP website of Intranet. These are so-called reference documents describing procedures in specific cases. Mrs Małgorzata Ciupak-Zarzycka, head of Strategy and Promotional Unit in Strategy and Communication Department in CIEP also spoke during this part of the meeting. The speaker raised the issue of communication and relationship between CIEP and VIEP and the media, and stressed that only designated and prepared people should be involved in communication with media.

Mrs Maria Siwiak – head of Inspection Unit in VIEP in Wrocław, who is also a representative of the project group for Measures 2 and 3 discussed the main directions of changes in documentation of Inspection System with selected examples, including the role of coordinator and administrator. The presentation discussed the reasons of the decision to modify Inspection System, tasks under the projects and directions of changes. It described in details a new structure of ITIS, documentation of Inspection System, changes in terms of multicriteria analysis and changes in the categorisation of industrial plants.

Mr Łukasz Kuczmierczyk from VIEP in Katowice who is also a representative of project group for Measures 2 and 3 spoke in order to discuss the main directions of the changes introduced in IT Inspection Support System with the selected examples. The presentation aimed at presenting the main directions of changes in IT Inspection System on the selected examples. The introductory part included the genesis of changes of IT Inspection System. Then the speaker discussed the most significant modifications to be implemented in the base.

Mr Wiesław Steinke – head of Inspection Unit in VIEP in Szczecin, who is also a representative of the project group for Measures 2 and 3, described the multicriteria analysis with the selected examples. He presented the course of work on setting the formula of new multicriteria analysis and assumptions regarding new multicriteria analysis, which will, inter alia, include the results of inspection (the infrigements detected) and will be the basis for determining the annual inspection plan of VIEP.

Mr Marek Gall z VIEP in Warsaw, who is also a representative of the project group for Measures 2 and 3, made a speech concerning inspection, inspection programmes and division. The speaker, in his presentation, recalled the definition of inspection. He divided inspections with regard to the category, type and kind as well as described them. Then he familiarized the listeners with the definitions of various terms associated with the inspection plan, punctuality, change and correction of the plan. On the selected example he presented also a principle for determining the number of inspections planned in the given year.

Mr Wiesław Steinke – head of Inspection Unit in VIEP in Szczecin, who is also a representative of the project group for Measures 2 and 3, described the rules for examining the requests for intervention. He described the ways of submitting the requests for interventions, the ways of handling in typical situations, qualification of requests examination, the rules for keeping the register of requests for intervention, cases requiring intervention, the ways of informing the person conducting intervention about handling the case, the ways of handling in unusual situations for example submitting the request orally to the protocol at the office, submitting the request for intervention by the phone.

Mrs Karolina Witos from VIEP in Szczecin, who is also a member of Measure 5.2. group, delivered a presentation on rules of making available documentation concerning inspection and post-inspection actions. The speaker described the rules of making available documentation concerning inspection and post-inspection actions. The presentation focused on the obligations arising from the the Act on providing access to information on the environment and environmental protection, public participation in environmental protection and environmental impact assessment, which is in principle a special provision for VIEP, as the information on the environment and environmental protection is a special type public information.

During the meeting of the heads of Inspection Unit and directors of Inspection Departments the entire programme was implemented. The participants took active part in discussions relating to the presented subject. The meeting was closed with thanks expressed by Mrs Bogusława Rutkowska – director of Inspection and Administrative Ruling Department of CIEP.
